Justice Must Precede Reconciliation in Darfur

It seems quite convenient for those who launch unjust offensives against others to claim forgiveness for their inexcusably atrocious deeds. No matter what the other feels, the perpetrators do not allow themselves to be convinced that the appalling crimes they commit must be settled first by the rule of law to pave the road to reconciliation, integration and reconstruction. Naivety, fallacy and hypocrisy do often permeate the rational faculty of those notorious criminals whose choice is to go against the grain of humanity and the international humanitarian law. Comprehensive political settlement is the only viable solution to the crisis of Darfur. Any other endeavor by the masters of the genocide in Darfur will undoubtedly render fruitless. Acceptance of and cooperation with the inevitable reality must be conceived and acknowledged by the major league criminals.

Last week, the chief executive officer of Darfur genocide Ali Osman Taha went to Kurma to promote the Janjawids who carried out his diabolic instructions so devotedly in raping women, destroying villages, pillaging and killing innocent people of Darfur with impunity. Due to his unwillingness to face the reality, he reduced the crimes against humanity systematically organized by the government of the Sudan merely as trivial tribal disputes. Instead of pursuing the genuine method of structurally solving the problem of Darfur by apprehending the perpetrators and preparing himself to surrender to ICC when the time arrives, Taha seems affirming his boss's vociferous vow of non-compliance with the will of international community.

Libya's efforts to contribute in solving the crisis of Darfur by asking the traditional local tribal leaders to discuss the problems in the hope of reaching settlements to some problems has been aborted, misused and high jacked by Khartoum regime. The group selected in response to the call of Libya was entirely empty of the Darfur leaders who deplore the vicious deeds of war crimes and crimes against humanity committed by Khartoum regime and its aligned Janjawid militias in Darfur. Being recently in the area, Ali Osman Taha could be selecting the people who will be attending the gathering in Libya. The selection of the delegates to Libya based absolutely on two conditions: either you are a Janjawid or fervently cooperate with Janjawids. This group of Janjawids has been marketed, by the regime, as representatives of the entire Darfur population and has been viewed eligible for the tourism to Libya. No rational mind accepts that the one party will be both the criminal and the judge simultaneously.

Taha went further saying that the counterfeit reconciliation in Kabkabiya "represent a clear response to UNSC resolutions on Sudan," without referring to which resolution he is talking about, completely missing bull's eye. UNSC resolutions are crystal clear and utterly indisputable. No one does not recognize nr 1593 except probably Taha. UNSC resolution nr 1593 emphasizes "the need to promote healing and reconciliation and encourages in this respect the creation of institutions, involving all sectors of Sudanese societies, such as truth and/or reconciliation commissions, in order to complement judicial process and thereby reinforce the efforts to restore long-lasting peace...." It has never mentioned that the top Janjawid Taha with his lieutenants have to assemble in coordinating for further atrocities with impunity and unite in their disobedience to the will of international community.

The government of Sudan turned a deaf ear to the calls of international community. It is still in violation of security agreements it signed with movement parties. The utter rampage, total destruction and "senseless and permeated attach" of the innocent civilians of Khor Abeche on 07/04/2005, that left both AU envoy Mr Kingibe and UN envoy Mr Pronk "withutter shock and disbelief" is an obviously evidence of Khartoum's determination to carry on with the crimes and a signal of revolt against the UNSC resolution adopted in the preceding week. The meeting of Haj Ata Almannan, the governor of thousand Darfur, Tigani Abdel Kaadir of Niteaga and Ahmed Omer of Tulus 2 days prior to their decision of carrying out the bloody raid of Khor Abeche was not without the blessing of the Khartoum regime. A few weeks preceding the attack, minister of interior Abdel Rahim Mohamed Hussein was in the area complementing and rewarding the afore-mentioned local Janjawids for their meticulousness in executing Khartoum regime's genocidal orders.

Continuous campaign of arrests and detentions of the Darfur students at universities and high schools and the prominent figures who criticize Khartoum's evil genocide campaign against the people of Darfur can not be detached from Khartoum regime's scheme of crimes against humanity. Enforced repatriations of IDPs and ongoing rapes as a successful tool to undermine and damage human dignity constitute crimes against humanity.

The death of 400 000 civilians, displacement of 2 million others and immeasurable destruction of residences and farming areas will neither be solved by Taha's fake maneuvers of reconciliation nor by the entire regime's desperate attempts to exclude, arrest or detain Darfurians who are calling for their just rights. To reach comprehensive political settlement and restore long-lasting peace in Darfur, faithful negotiations in Abuja, a genuine response to and cooperation with UNSC resolution nr 1593 will eventually render the long-lasting peace in Darfur and the new Sudan materialized.
